Participate Co-Captaining and Observe
One of the best ways is to go out on a boat with someone else who has experience. When someone takes you out on the water for a day, offer to pay for refueling (paying the fuel bill will probably be a big surprise).

Taking a boating course on safety and general knowledge is an excellent informational foundation. You will find that the information obtained in even the most basic boating safety courses will be put into practice more than you think.
